January 8, 2025 - BLOOMFIELD, N.J. - The Township of Bloomfield is proud to announce three important leadership appointments, confirmed by the Town Council on January 6th, that will further strengthen the township’s governance, public safety, and legal services.
- Anthony DeZenzo has been appointed as the Township Administrator, after serving as the Acting Township Administrator since 2021.
- Thomas Icolari has been named Office of Emergency Management (OEM) Coordinator for a three-year term.
- Michael Parlavecchio has been appointed Township Attorney, for a one-year term.
Mayor Jenny Mundell expressed her enthusiasm for the new appointments, “I am thrilled to announce the appointments of Anthony, Thomas, and Michael to these critical roles. Each of them brings years of experience, dedication, and deep ties to our community. Anthony DeZenzo has shown exemplary leadership as Acting Township Administrator since 2021 through some of Bloomfield’s most challenging times, navigating the Township through the pandemic and aftermath of Tropical Storm Ida. We are fortunate to have him continue in this role to lead our town forward. Thomas Icolari has a long history of service to Bloomfield, and his extensive background in law enforcement and emergency management will be a tremendous asset as OEM Coordinator. Michael Parlavecchio is a trusted legal professional with a history of serving Bloomfield and local governments, and I’m confident his experience will help guide the township’s legal matters. These appointments ensure that Bloomfield will continue to be led by skilled professionals dedicated to serving our residents and fostering our community’s growth.”
Anthony DeZenzo Appointed Township Administrator
DeZenzo, who has served as Acting Township Administrator for nearly four years, brings more than three decades of public service experience to the role, including 27 years in supervisory and management positions within law enforcement. He previously served as Chief of Police for the Township of Parsippany-Troy Hills, and as Bloomfield’s Director of Support Services. In his role as Acting Township Administrator, DeZenzo has managed the day-to-day operations of the town through three mayoral administrations, supporting each Mayor and Council in their efforts to improve services and quality of life for residents. DeZenzo played a pivotal role in managing Bloomfield through the Covid-19 pandemic and the historic flooding caused by Tropical Storm Ida. In addition to his administrative work, DeZenzo has also focused on enhancing internal operations and prioritizing infrastructure improvements to better serve the community. His appointment to the role of Township Administrator is a testament to his leadership and successful track record.
Thomas Icolari Appointed OEM Coordinator
Icolari’s career in public safety spans more than two decades with the Bloomfield Police Department, where he achieved the rank of Lieutenant before retiring in 2020. During his tenure, he received numerous commendations for his service and dedication, including his leadership in internal affairs and crisis intervention training. Following his retirement, Icolari returned to Bloomfield to assist in the aftermath of Tropical Storm Ida, helping with the clean-up and OEM responsibilities. His deep knowledge of emergency management and local public safety makes him a strong fit for this vital position.
Michael Parlavecchio Appointed Township Attorney
Parlavecchio, Of Counsel to the law firm of Bevan, Mosca & Giuditta, P.C., brings more than 20 years of experience advising local governments in the areas of local public contract law, the Tort Claims Act, local redevelopment and housing law, election law, and taxation. Parlavecchio previously served as Bloomfield’s Township Attorney from 2016 to 2024, during which time he provided expert legal guidance on numerous matters affecting the Township. His wealth of experience in municipal law and his familiarity with Bloomfield’s legal landscape make him a trusted advisor for the Township’s governance.
