BUILDING

MISSION
STATEMENT:
This Department
administers all construction within the Township. The Department
issues permits for residential, commercial and industrial construction
and certificates of approval and occupancy. It conducts building,
electric and plumbing subcode inspections in order to determine
that all work is completed in accordance with the State Uniform
Construction Code and all applicable prior approvals. All
subcode officials are licensed by the State of New Jersey as Class
1, which is the highest rating offered by the State. The Department
is self-supporting through fees generated from permits and certificates.
The Department
also administers the local Zoning Ordinance. Issues pertaining
to property use, setbacks, lot coverage and other local ordinances
are administered and inspected by the zoning officer.
The Department
also administers and inspects for Certificates of Continued Occupancy
for all property sales in the Township.
All inspections
may be scheduled by calling the Department between 8:30 a.m. and
4:30 p.m.
This
Department oversees:
- the
issuance of building permits for home improvements and certificates
of occupancy
- the
scheduling of construction inspections and zoning inspections
- the
reporting of all construction data to the State and enforcing
the NJ State Housing Code and residential structure habitability
- Obtaining
a building permit assures that the contractor is licensed and
completes the work according to code

CHIEF

Office is responsible for:
- overseeing
the 133-member police force
- responding
to all calls and emergencies
- maintaining
the ambulance service located in the lower level of the Municipal
Building across from nursing

the 5-mile Parkway under the Township of Bloomfield
- providing
crime prevention through community education
- providing
security for local businesses
- providing
speakers with the ability to im,part information on a variety
of issues
- maintaining
the bicycle patrol
- overseeing
the Bias Unit by investigating all bias incidents and working
with Internal Affairs
- working
cooperatively with the Essex County Prosecutor’s Narcotics
Squad
- working
cooperatively with the Essex County & Union County Auto Theft

has an office in the Municipal Building. His office hours are Monday
and Wednesday, 9 a.m. to 3 p.m.

This
Department is responsible for administering the Department of Public
Works, which includes maintenance of streets, sewers, shade trees,
street sweeping, sanitation, recycling, potable water, and street
lights. This Department is responsible for supervising all construction
work, the paving of curbs and sidewalks, utility construction, and
town lighting that is not under the County’s jurisdiction.
This
Department also administers the Plant a Tree Program. Residents
can contact the office and complete an application to have a tree
planted curbside.
Department of Public Works

The Department of Public Works provides services for all residents throughout the year.
This office is responsible for:
Street maintenance; sweeping; pot hole repairs
Vegetative refuse colection; bagged leaves, branches, grass & brush.
Sewer maintenance; Water maintenance; Snow removal
Recycling
is also under the auspices of this Department. Recycling services
are curbside; however, additional materials are accepted for recycling
at this location on Saturday mornings from 9 a.m. to 1 p.m. Questions
regarding recycling and garbage pick-up can be directed to this department.

Department is responsible for directing the Township`s planning,
development and implementation of all information technologies.
The Director serves as the Chief Information Officer under the direction
of the Township Administrator and provides advice and guidance to
the Township`s Mayor and Council in procuring resources, developing
and implementing system standards and information access.

Department is responsible for handling all litigation claims and
workers compensation claims. In addition, this Department is in
charge of writing resolutions and ordinances and addressing all
related legal issues or problems.

Office is responsible for coordinating the activities of the Mayor
such as Township meetings and other related meetings, in addition
to scheduling marriage ceremonies.

The
Personnel Department is responsible for the overall administration
of personnel policies and employee benefits. In addition, this Department
is responsible for maintaining employee applications. Interested
applicants should apply via the Internet at www.state.nj.us/personnel.
The
Personnel Office works closely with the New Jersey Department of
Personnel and makes available applications and notices of upcoming
Law Enforcement (Police) and Fire Fighter entrance examinations.
In addition, the Personnel Office, as a courtesy to businesses in
the area, will post job opportunities for individuals seeking employment.
The Personnel Office has also introduced individuals seeking employment
to the NJDOP web page, many of whom do not realize that the page
exists.

Office is responsible for:

all properties in town
- distributing
and reviewing applications for tax discounts for Senior Citizens,
Disabled, and Veterans
