As a result of the Housing Act of 1974, the Community Development Block Grant
Program was designed to provide eligible cities and counties (called Entitlement
Communities) with annual direct grants. These grants can be used to revitalize
neighborhoods, expand affordable housing and economic opportunities and/or
to improve community facilities, principally to benefit low to moderate-income
families.
The Township of Bloomfield is a proud recipient of about $1.5 million per year
from the Department of Housing and Urban Development, who, along with funding,
provide oversight to our program.
Under the direction from the Mayor and Council, this office can utilize the
two greatest assets of the program: its predictable flow and flexible guidelines
in an attempt to meet the challenges of an ever-changing community while still
meeting our Federal objectives.
The Community Development Program in Bloomfield funds public facilities, physical
improvements, planning and administration as well as other services, which
include the following:

Administers the Section 8 Housing Choice Voucher Program that subsidizes about
260 low-income families’ rent. Eligibility for the program is based
on income.
Due to the length of the current waiting list, program pre-applications are
not available at this time. When the waiting list is reopened, the dates, times
and location to obtain applications will be advertised in the Township newspapers,
The Star-Ledger and other media.
The Bloomfield Housing Agency has no emergency funding for housing and does
not operate any public housing within the township.
A program designed to give low to moderate homeowners, occupying
a 1 to 3 family dwelling, the opportunity to make necessary improvements
to their homes while also, in many instances, eliminating code violations.
A lien in the amount of up to $15,000 will be recorded against
the owner’s property. This lien must be re-paid only
if the owner sells or transfers ownership of the property
within a ten-year period. The following are examples of
